CORVA has received word that there will be another run on the OHV Trust Fund, this time aimed at the Grants Program that funds OHV recreation on federal lands. We all know that 80% of OHV recreation in California occurs on federal lands, most of it paid for with California OHV funds.

The CORVA Annual Meeting took place on Saturday, May 30th in Bakersfield, CA. At the meeting we held our annual elections for officers of the Association. We had the four offices of; President, Vice President-Land Resources & Public Policy, Vice President-Sales & Marketing, and Secretary open for nominations. The four incumbents were seeking another term of office, this time a 2 year term as last year we staggered our Association board terms and each served only one year.

Help needed to change law to exclude youth-model motorcycles and ATVs Change the Law to Exclude Youth-Model Motorcycles and ATVs! Take Action!

The Consumer Product Safety Commission (CPSC) has voted to stay enforcement of the Consumer Product Safety Improvement Act of 2008 (CPSIA) that currently bans the sale of youth-model motorcycles and all-terrain vehicles (ATVs). The stay, which extends through May 1, 2011, follows a unanimous vote by Acting Chairman Nancy Nord and Commissioner Thomas Moore.
While we applaud the CPSC commissioners' vote to stay enforcement of the law, this does not solve the real issue, which is the law itself. Despite the stay, it is unclear whether state attorneys general will also decline to enforce the CPSIA. The sale of youth-model motorcycles and ATVs is still technically illegal. Even though a stay means that dealers would not be subject to fines or penalties imposed by the CPSC, state attorneys general would still be able to prosecute violators if they chose to do so. Youth-model motorcycles and ATVs should be exempt from the law, and Congress needs to act to make that happen.
Motorcyclists and ATV riders need to let Congress know that we are concerned about the law, and that we want youth-model OHVs excluded from the law. We need your help to let our lawmakers know how we feel. Riders should contact their Representatives and ask them to support H.R. 1587, introduced by Rep. Denny Rehberg, to exempt youth-sized motorcycles and ATVs from the CPSIA.

The Central Valley Regional Water Quality Control Board (CVRWQCB) voted unanimously yesterday evening to issue a Cleanup and Abatement Order (CAO) to El Dorado County and the Eldorado National Forest for the world-famous Rubicon Trail. Note that this is NOT an order for closure, as mentioned multiple times throughout the day by CVRWQB administrative staff, prosecution staff, and the Board Members. Perris Raceway is under attack!!!
A single renter living a mobile home near the track has raised a fuss about the track, the dust and the noise. He has been harrassing the MX track management with calls to the police, fire department and Perris City Council.
The Perris City Council will be addressing these complaints at a meeting this Wednesday, March 4.
The track needs your support.
If at all possible, please come to this meeting at or before 6 PM.

Legislative Alert AB-134
CORVA just received notice of this new proposed legislation. This is another effort to legislate OHV safety for the young OHV rider and would impose a $125 fine on a guardian, parent or designated adult who allows a child under 14 to operate an OHV when they cannot safely reach the controls.
CORVA is presently analyzing the text of the legislation in order to fully understand all the potential implications of this bill. We have been aware that a new child ATV safety bill would probably be introduced by Assembly member Blakeslee following the failure of last year's bill.

(1) Existing law requires the operator of an off-highway motor vehicle to be able to reach and operate all controls necessary to safely operate the vehicle.This bill would prohibit a parent or guardian of a child who is under 14 years of age, or an adult who is authorized by the parent or guardian to supervise that child, from granting permission to, or knowingly allowing, that child to operate an off-highway motor vehicle in a manner that violates the above-described requirement. By creating a new crime, the bill would impose a state-mandated local program. The bill would require a court, upon a 1st conviction, to impose a fine of $125. The bill would also impose fines upon a 2nd or subsequent conviction.
(2) Existing law requires the clerk of a court in which a person was convicted of a violation of the Vehicle Code to prepare within 5 days after conviction and immediately forward to the Department of Motor Vehicles an abstract of the record of the court covering the case in which the person was so convicted.
This bill would expand the Vehicle Code violations that the clerk of a court is required to report to the department to include violations of special regulations with respect to operating a vehicle on public lands, local ordinances prohibiting entry into mountain fire districts, proper supervision requirements for a child under 14 years of age operating an off-highway vehicle, and proper supervision requirements for a child under 14 years of age operating an all-terrain vehicle.
(3) Existing law establishes that specified convictions and violations under the Vehicle Code and traffic-related incidents count as points against a driver's record for purposes of the suspension or revocation of the privilege to drive and that certain other violations do not result in a violation point count.
This bill would expand the list of violations that do not result in a violation point count to include violations of special regulations with respect to operating a vehicle on public lands, local ordinances prohibiting entry into mountain fire districts, proper supervision requirements for a child under 14 years of age operating an off-highway vehicle, and proper supervision requirements for a child under 14 years of age operating an all-terrain vehicle.
(4) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that no reimbursement is required by this act for a specified reason.
Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes.

Part of the Governor’s latest budget proposal is a $90M loan from the OHV Trust Fund to help balance the state budget!
Although we understand that the state is in the grip of the worst budget crisis in history, this loan is not a solution to the problem!
Why? The law requires that this loan must be repaid within 2 years, so all this does is delay a real solution to the budget problem.
Similar tactics have been tried in the past. In recent years the state budget was often balanced by borrowing billions from constitutionally protected trust funds reserved for highway construction and repair of local streets and roads. Local governments united to oppose this borrowing gimmick and the governor and legislature agreed to stay away from borrowing from local government trust funds this year. Unfortunately this commitment does not extend to our OHV Trust Fund.
The governor is proposing an urgency bill that would authorize this loan. This money is our green sticker money that comes directly from the increased cost of green stickers from $25 to $50. This funding was supposed to go to law enforcement and other essential public safety services as well as improving our program. The public agreed to this fee increase to better fund the program, not to bail out the state budget.
What can you do?
It is urgent that all OHV users get in touch with their state legislators as soon as possible.
Write or Fax a letter to YOUR state senator and state assembly member.
Tell them to stop borrowing to balance the budget.
Tell them the OHV Trust Fund should not be used to balance the budget
Loans like this are just gimmicks and not a solution to the real problem.
We were willing to raise our fees to be able to keep our program operating, we should not become the scapegoats in this budget battle.
During the last election many legislators signed a promise that they would not use borrowing to balance the budget.
Ask your legislators if they signed a "no borrowing pledge", and ask them if they are going to stand by that promise.
Specific points to make are:
- Members of the public agreed to a fee increase to support a specific program, but now the revenue generated is being diverted from its intended purpose - a breach of public trust.
- Borrowing from state funds that must be repaid does not solve the budget problem, it only defers dealing with the problem to a later date when it will be even more difficult to solve.
- Using a trust fund as a revenue source sets a bad precedent. Trust funds are established to protect public funds for specific purposes. This could lead to diversion of funds from other trust funds in the future potentially including even entitlement funds.
- The budget crisis must be resolved through a combination of spending cuts and tax increases, not more borrowing.

Johnson Valley Off-Road Area update
The Department of the Navy announces its intent to prepare an Environmental Impact Statement (EIS) to study alternatives for meeting Marine Corps Marine Expeditionary Brigade (MEB) sustained, combined arms, live-fire and maneuver training requirements. The proposed action is to request the withdrawal of federal public lands, acquire state and privately owned lands, and to seek the establishment of Special Use Airspace with the effect of expanding the Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California.
All written, oral, or telephonic comments regarding the scope of issues that the Department of the Navy should consider during EIS preparation must be received before January 31, 2009. Permit program for the Rand Mountains Management Area (RMMA)
On November 1, 2008 the Bureau of Land Management's (BLM) Ridgecrest Field Office, in coordination with Kern County and the California Desert District Advisory Council (DAC), will be implementing Phase I of an education and permit program for the Rand Mountains Management Area (RMMA).
Phase I will feature a no-cost permit to operate a motorized vehicle in the RMMA issued by an authorized BLM representative. The permit package will include a map of the designated open route network within the RMMA as well as educational information on resource issues in the area.
Phase II, to begin in approximately one year, will expand the permit program to include a fee to cover the administrative costs of the program. The administrative costs will cover law enforcement, monitoring, maintenance and implementation of the permit program. Phase II will have a mandatory educational requirement and written test before a permit will be issued to operate motor vehicles in the RMMA.
In accordance with the West Mojave plan amendment to the California Desert Conservation Area plan and the environmental assessment for the interim closure to motorized vehicle use of selected routes within the Western Rand Mountains Area of Critical Environmental Concern (ACEC), BLM will rescind the interim ACEC closures of routes R5 and R50.
At 10:00 a.m. on November 1, the BLM Ridgecrest Field Office OPENED routes R5 and R50 at the Southern end of the RMMA on R5 near Camp "C".

To help you understand the Forest Service proposed plan, Friends of Tahoe Forest Access (FOTFA) is sponsoring a meeting in the Bay Area with representatives from the Tahoe National Forest. Tahoe forest officials will give a presentation of their proposed plan and answer questions from the audience. Maps may be reviewed for 30 minutes before the presentation. The Bureau of Land Management (BLM) and Marine Corps will hold two open-house style public meetings to share details about the possible expansion of Twentynine Palms Marine Base. This plan includes land to the east and west of the base, and could result in the removal of most, if not all, of the 189,000 acre Johnson Valley Off-Highway Vehicle Area from public use! It could also mean the forced sale of almost 72,000 acres of privately owned land.
Attend one of the public meetings to let BLM and representatives of the Marine Corps know that closing or “withdrawing” Johnson Valley from public use will have significant impacts with the loss of this irreplaceable and unique area.
The BLM needs to hear from you to help inform them during the decision making process! The removal of Johnson Valley from public use must not happen without offsetting the enormous loss of recreational lands that will occur IF the current base expansion moves forward as PROPOSED.

Hi Everyone, My name is Kim Carpenter, I am a member of AMA/District 37. I am also a member of Rovers MC, Rescue 3 and I also provide medical/rescue services with Motorsports Medical the official medical provider for SCORE both in the states and in Mexico.
I have been active behind the scenes in the Johnson Valley (Lucerne Valley) land issues ie., Marine Corps expansion and proposed windmill project.
I am gathering information on behalf of the Partnership for Johnson Valley and have been invited to participate in the Lucerne Valley Economic Development meeting on September 2nd. This is where your help is needed. I am trying to gather as much info on how off-roading financially impacts Lucerne Valley. Think about the past six months and the times you have been out to Lucerne Valley. I need an estimate of how much you guys spend in gas, groceries, restaurant and misc expenses such as hardware store, water, dump fee's etc.
I need the BIG picture to present at this meeting. This info will then be forwarded to the powers that be who are initiating the Marine Corps expansion.
I will be making the same post on the Race-dezert and District 37 forums. Please only respond to me once. I want the dollar figure to be big but accurate.

Southern Annual Board Meeting and Elections:
On July 13,2008 the Southern Annual Board Meeting and Elections were held in Anaheim at Twila Reid Park. Approximately 25 CORVA members were in attendance which included one of CORVA's founding members and our first lobbyist Bob Ham. Also attending was Bud Schick CORVA's longest active volunteer of at least 32 years of continuous service.Discussion topics prior to the elections included Johnson Valley, CORVA president Jim Woods shared with us information from a recent meeting pulled together by the local Friends groups. The military is seeking use of the Johnson Valley area for their use. Jim Woods was also seeking volunteers for the annual Cal Pal Beach Days held on July 22-24 at Huntington Beach State Park. Volunteers get in for free and they will help staff an ATV course area for the kids in an enjoyable effort.
At the conclusion of all discussions we had presentations from all seeking a position on the southern board. Ballots were then submitted by registered CORVA members and delegates and the results announced. We had 194 votes cast and the following members were elected to serve on the board:

On Saturday, May 31st, on a beautiful day in Bakersfield, many dedicated volunteers of CORVA gathered to hold elections of the association officers. The board of directors would like to thank Geoff Teare and Wayne Berg who both worked without a break for more than 5 hours verifying all members, petitions received and club rosters presented. Our Annual Meeting was then called to order by Mr. Ed Waldheim who conducted the election.
The election process started with the office of the Association President. Mr. Waldheim as you may know had retired as President at the CORVA Family Fun Days event in California City. All members thanked him for his dedication for serving the association for the past 15 years at a surprise party Saturday night. Mr. Waldheim will now serve as the Immediate Past President on the board.
Each candidate was given 3 minutes to address the members present on their qualifications and goals to take the association forward. Each candidate was then asked 3 questions from the many members in attendance. Each members was given an opportunity to ask a candidate a question by raising their hands and were chosen at random.
Nominated for the President had Jim Woods and Terry Work who both received many votes in a close election. Jim Woods was announced as the winner and then the election proceeded to the next office to hear the next 2 nominees speeches and their answers to the members questions before voting in that officer. This process continued the same for all remaining offices.
The CORVA board would like to thank everyone who participated to make this election possible.

The Senate Rules Committee has announced that Eric Lueder has been appointed to the OHMVR Commission.
Mr. Lueder is the Government Relations Officer for the Marin County Motorcycle Association. He is a member of AMA 36. He is employed by the Marin County Department of Public Works where he has worked for the past 18 years as a Real Property Agent. His work has given him the opportunity to acquire lands for open space preservation along with permanent easements for equestrian, pedestrian and bicycle use. He is a democrat.
I hope you will welcome him to the Commission.
Work is continuing with the Governor’s office for the three vacancies on the Commission and the hope is to have this accomplished in time for the upcoming Commission meeting.

EMERGENCY CLOSURE EFFECTIVE MAY 1, 2008 OF 31,000 ACRES WITHIN THE CLEAR CREEK MANAGEMENT AREA
The U.S. Environmental Protection Agency (EPA) began conducting a study in 2004 on asbestos exposures experienced by CCMA users during typical recreational activities. The study was conducted to provide BLM with information to manage and minimize human health risks at the CCMA and to update a similar study conducted by the BLM in 1992.
On May 1, 2008 the EPA released the report, “CCMA Asbestos Exposure and Human Health Risk Assessment.” The report stated the exposures measured by EPA for many recreational activities at CCMA are “above the EPA acceptable risk range of lifetime cancers.” It also notes that children “have greater risk than adults due to higher exposure measurements [and] are of special concern because their exposures occur earlier in their lives.
Based on the findings in the report, BLM simultaneously enacted an immediate temporary closure on May 1, 2008 of 31,000 acres of the area to all public access/entry upon release of the EPA report while a Resource Management Plan (RMP) to determine the long-term management of the area is underway. The BLM’s number one priority is to protect the public’s health and safety.
Over the next two years, BLM will be preparing a Resource Management Plan and Environmental Impact Statement to guide the long-term management of public lands within the CCMA. EPA and BLM will host a public meeting to discuss the results of the EPA Human Health Risk Assessment and BLM will discuss the need for the temporary emergency closure on May 8, 2008.
The Fee Program has been suspended and partial refunds will be issued to all persons who purchased a Season Pass.

Dear Friends
This is one of those decade birthday years for me. You know the kind you can't hide from. It seems like everyone remembers those years, even when you'd be just as glad to have them slip by. But when I really get to thinking about entering my seventh decade (I know, I can't believe it either), I realize that without the advent of modern cancer research, I might not even be here to see a new decade of life.
Both my major bouts with cancer (prostate and carcinoma in the ear) were successfully treated with the most modern medical procedures. Even the systematic follow-up tests to make sure I remain cancer free are the consequence of research, much of which has been funded by donations from people like you.
Because of my personal and family history, I am determined to make a difference in the fight against cancer. I will again be participating in the Foothills Relay for Life 24 Hour Cancer Walk on May 17-18, 2008, at Clark Magnet high school in La Crescenta, California. Relay For Life is a team event in which team members alternate walking around an athletic track for 24 hours. We camp overnight, have live performances of local talent and enjoy food and drink donated by local eateries and markets. People living with cancer and their caregivers walk the first lap called the Survivor Lap. One of the highlights of the event is the Luminaria Ceremony which happens after nightfall. The entire track is lined with candlelit luminarias inscribed with messages honoring or remembering loved ones. It is a very moving and memorable ceremony.
I am asking for your contribution to continue the research, advocacy and support of the American Cancer Society in their fight against cancer. Last year I was challenged to walk 100 laps for a sizeable financial donation. I met the challenge. If you are interested in making such a challenge for me to attempt again, let me know. The Bakersfield Field Office of the Bureau of Land Management (BLM) is beginning to revise the Caliente Resource Management Plan.
This plan guides the management of approximately 600,000 acres of public lands and another 450,000 acres of mineral estate within Kings, San Luis Obispo, Santa Barbara, Tulare, Ventura, and western Kern counties.
Public lands within the Bakersfield Field Office are used for recreation, oil & gas production, endangered species management, livestock grazing, and much more.

COMMISSION WORKSHOPS on CALIFORNIA STATE PARKS FUNDING
The California State Park and Recreation Commission is seeking creative ideas for funding parks in the hope of avoiding park closures and maintaining continuous public use. Members of the public are invited to make 2-to-3 minute presentations to the Commission at one of two workshops to be held in San Jose and Santa Monica.
The first will be conducted on Tuesday April 15, 2008 from 6:00 p.m. to 10:00 p.m. in the Santa Clara County Board of Supervisors Chambers and the second will be held on Wednesday, April 16, 2008 from 6:00 p.m. to 10:00 p.m. in the East Wing Meeting Room of the Santa Monica Civic Auditorium.
Those testifying are encouraged to also provide a written copy of their comments for future reference by the Commission and California State Parks staff. “Friends of Stoddard Valley” Now Forming
As we know, Johnson and Stoddard Valleys are among our premier racing and desert Off Highway Vehicle recreation destinations.
It is common knowledge our open areas are currently under a serious threat by military encroachment and renewable energy interests. Until recently we were under the impression that our open riding areas were safe from the threats of land grabs and closures.
There is no time like the present to unite and take a stand against these threats.
It looks like a go for Thursday night at the Holiday Inn 7pm for the first official meeting of “Friends of Stoddard Valley”
We are seeking pubic involvement with this new venture regarding issues at Stoddard Valley and Johnson Valley

Virtual on-line Rally to be Held by 4x4 Enthusiasts

Off Highway Vehicle enthusiasts organize to hold first ever online rally over trail closures
In a landmark event, thousands of Off Highway Vehicle (OHV) users across the world will participate in an online, Virtual Rally to voice their concerns over a popular OHV area in Southern California. On Wednesday March 12th, 2008 Pirate4x4.com, a leading website for the OHV community, will hold this rally from 2 to 6 PM PST.
The Hammers trail system in Johnson Valley, California is being considered for requisition to expand the United States Marine Corps training facilities, which would effectively eliminate public access to Johnson Valley's unrivaled OHV Mecca.
Virtual Rally participants will be asked to post their experiences, photos and history recreating with their families in the Johnson Valley Area, and the concerns they have with losing this unique recreational resource. These comments will be posted and tracked in bulletin-board format, with a goal of creating a lasting record of how important this unassuming stretch of desert is to a vast number of people from many places -- some who visit Johnson Valley multiple times a year, and others who just dream of the opportunity of visiting the Hammers in the future. Interested parties are encouraged to attend the rally and read the thread, as this is a public rally, you do not need to be a member of Pirate4x4.com to read what is posted.
Families and clubs have recreated in this area for many years with OHV’s, and competitive rock crawling, rock racing, motorcycling, and ATV events have been held there for more than a decade, with significant rewards for the area economy. In February, the famed “King of the Hammers” annual rock race crowned its king.
The Bureau of Land Management currently owns the Johnson Valley's varied landscape of steep red rocky mountains, rolling hills, open valleys, dry lake beds, dunes, and sandy washes. The main attraction for most visitors is family OHV recreation: trail-rides, competitive racing events, and general OHV free play. Johnson Valley sees hundreds of thousands of recreation days with users motorcycling, ATVing, 4x4ing, rally crossing, camping, hiking, rock-hounding, and wildlife-watching.

The Desert Vipers are running their Grand Prix in Adelanto week after this, and will pay CORVA (or any other OHV organization of your choice) $100 per day per person for volunteering to be on the race course as safety flaggers. Last year we raised $4600 and had a really good time doing it. Volunteers can choose what days they want to sign up for, Fri, Sat and/or Sun. If you can come and help out please let me know as I am coordinating with the Vipers. We have to be on site by 8am the day of to be included. Camping spots are available with the Vipers in the infield area if I know about your need in advance.

San Bernardino County OHV ordinance 3973
Because a lot of hard work by some the nicest off-roading families in the world, the San Bernardino County Board of Supervisors is finally considering changes to OHV ordinance 3973.
But, the Friends of Giant Rock (FOGR) believe that most of the Folks affected by this ordinance are still unaware of its history, its significance or its present status.
And, FOGR needs the help of everyone who recreates in San Bernardino County and anyone who believes that requiring a permit for a family to assemble on their own land, is just plane wrong.
So, please continue to petition the Supervisors for an ORV friendly outcome.
Our Supervisors have FOGR's proposal but they need to be reminded about how important their decisions are to us and how united the off-roading community is.

Just a heads up on enforcement between Jawbone and Dove Springs.
The areas on the FOJ map in green denoted "Limited Use" BLM and Kern County sheriffs are ramping up on citations if they catch you behind those red signs.
They have already issued some citations.
Ed and I saw many fresh new tire tracks after the weekend rains right past many red posts off trails such as SC176,173, 175 and such.
I hate to be the one to bear this news, I hate to see these trails closed myself.
These trails were never worked into the route inventory back in the early 80s.
Its only recently the anti access nuts are pressing to close the entire area.
If we continue to use these trails, we will surly lose the entire area. Once its gone....its gone
They have ample evidence and it is mounting against us, The BLM is currently being sued because of us.
I was asked to let you guys know before hand, so there is no excuse to be on those closed trails.
Again, I don't make these rules, Don't yell at me for posting them!
I just don't want to see any more closures like we have in the Rands!

Border Patrol has Implemented Zero Tolerance for Illegal Mexican Border Entries
Beginning in January 2008, the Border Patrol will be conducting enhanced operations along the border encompassing both the Grey's Wells and Midway Campgrounds. These operations will include a heightened detection and surveillance strategy coupled with an immediate response protocol to intercept all illegal cross border traffic. We will implement a zero tolerance for illegal cross border entries. It is and will remain the responsibility of the recreationists to know and abide by the law. Recreationists who accidentally illegally cross the border are subject to the zero tolerance.
Entry into the United States must be via a Port of Entry. Any individual who effects an illegal entry is subject to arrest and/or fine. Vehicles and personal property are subject to seizure.
Please read the following letter to fully understand the Border Patrol enhanced operations along the border encompassing both Grey's Well, Buttercup and Midway Campgrounds.

Sun Valley Motocross - Update
The 15 December Sound Test went extremely well.
The participants all had a great time. Most importantly, the bikes were shown to easily be within applicable zoning regulations!

Sun Valley Motocross - RIDE

In order to show the surrounding homeowners that Sun Valley Motocross will not adversely effect their neighborhood, a sound test has been planned. We're looking for riders to participate in the Sun Valley Motocross sound test. Please bring lots of kids!
We'll have a temporary course for the big bikes and a separate course for the kids.
After the sound test, we'll have open riding for the day.
When: Saturday, December 15th, 2007 at 9AM.

FRIENDS OF ELDORADO & STEWARDS OF THE SIERRA NATIONAL FOREST FORMED IN RESPONSE TO ROUTE CLOSURES
Mission is to work with Forest Service to maintain routes and educate forest users.
In response to the Eldorado National Forest’s Draft Impact study, which may remove over 1,800 miles of routes in Eldorado National Forest (ENF), the non-profit group The Friends of Eldorado, (FOE) has been formed by the users of the Eldorado National Forest. These users include a vast range of people including off-highway vehicle users, hunters, campers, hikers, photographers, fishermen, and other concerned members of the recreation community.
The mission of Friends of Eldorado is to work closely with the Forest Service and various other organizations to help maintain trails, roads and campsites in ENF through work-parties, forest and campsite clean-ups. A secondary goal of the organization will be to educate forest users on responsible use of the forest. In less than 12 hours after the creation of Friends of Eldorado (FOE), the organization’s website, www.friendsofeldorado.com, has received over 300 unique visits and has had 50 individuals join the organization. This is no small feat in that FOE went from inception to creation in less than one month.
Stewards of the Sierra National Forest is a division of California Trail Users Coalition, a 501(C)3 non-profit, and was formed by concerned citizens who have enjoyed recreating in the Sierra National Forest for many years. They are dedicated to promoting public access, and working with the Forest Service to develop a transportation system that provides for public access and recreation. Stewards of the Sierra National Forest are also creating a volunteer program that promotes education among users to maintain a healthy forest environment. Sun Valley Motocross -
The Planning and Land Use committee voted to support the appeal, in essence opposing the motocross track. Councilman Tony Cardenas sent a staff member to the hearing to relate that “the Councilmember cannot support the motocross track.” Only 5 people showed up in opposition to the project.
The fight for the motocross track is not over. This item will be before the full City Council on Wednesday, October 31st at 10:00am.

Information will be given regarding the process that will be used to prepare the General Plan and environmental documents for the properties. General information will also be given regarding some of the interesting features and resources found in the area. The meeting will start at 6:00 pm and will conclude at 8:00 pm. Congressman John Doolittle is meeting in Washington D.C. with senior members of the USDA, to discuss this USFS Route Inventory process. He understands the dilemma, and after meeting with OHV folks including the LAO, he called for this meeting to clarify some of the issues the OHV community is having with the roll out of the Route Inventory Program, and is using the El Dorado NF as an example of why the American Public is concerned, angry, frustrated and is calling for more answers as to why this process is one of closure dominated alternatives while the sport of OHV has grown 15 fold in recent years and over 600% in the last 30 years. While monetary reasons are often cited, Doolittle was frustrated as California OHV riders have contributed over $100 million dollars to the USFS for forests in California to SUPPLEMENT the USFS for OHV activity, and was the only state to pay $12 million to assist in the GPS/Trail Mapping process via its "Green Sticker" program.
Doolittle has contacted Congressman Dan Lungren and Wally Herger, as they represent OHV with forests in their jurisdictions. As the RI process rolls out throughout California with its 19 forests, other Congressional representatives will be brought up to speed by the public and those listed above.
Doolittle agreed that the public was not, and is not, well served by the short Public Comment periods on such complicated documents............

Effective now Corral Canyon and Bear Valley road in The Cleveland National Forest are closed to OHV (and all) use due to extreme fire conditions. OHV use will open after the next rain.

The fourth annual CCMA Oceano Dunes Beach Race & Festival will take place on October 19, 20 and 21, 2007 at the Oceano Dunes SVRA (aka Pismo Dunes). CHARITABLE PURPOSE. As with past events, this event raises funds for SCI Research Advancements, a foundation dedicated to supporting research leading to finding a cure for paralysis cause by spinal cord injury (www.scicure.org). The Friends of Last Chance Canyon ( http://www.tflcc.org ) are actively trying to protect one of the very few remaining accessible 1930's-era mining camps - Bickel Camp in the El Paso mountains just south of Inyokern, CA. To see camp maps and photos go to http://www.bickelcamp.org Recent large amounts of holiday weekend visitors were finding it hard pressed to park dirt bikes and atvs at the camp, and were using artifacts to park against . We need hitching posts to provide boundary and parking support for bikes. The BLM has just offered to provide poles and cabling and the digging of the postholes on August 24th/25th. What's needed is to put things together, and your help would be greatly appreciated! We'll probably be having to cut the 6 inch poles to size, and set the 2 ends and cross member to make several of the hitching posts around the parking area at the camp. If you live near the Visalia or Porterville meeting please attend to counter their propaganda
When they talk about the need for trail closures ask them if they have been to the area. Ask them how many hours they have volunteered on the trails. Ask them why the trails need to be closed to motorized users who have volunteered thousands of hours to keep them in good condition for everyone. Without our volunteers the trails will get brushed over in 2 years & not even hikers will be able to use them.

Sequoia National Forest Based will be holding five public meetings, regarding the Public Wheeled Motorized Travel Management. On the new forest proposal maps showing which trails will remain open, Approximately 160 trails are proposed to be closed, including 4x4 roads, ATV & Single-track trails, in the Piute/Greenhorn/Breckenridge planning area of 208,000 acres. Including two trails the Stewards of the Sequoias have adopted (Willow Gulch & Little Dry) are proposed for closure, as well as 24 previously designated trails.

One of our fell off-roaders, Jim Riley had a bad accident on his bike at Ocotillo Wells a few months ago, he was air lifted out and ultimately sustained damage to his neck. Jim is now fighting to regain use of all his limbs. Jim has been self employed and sole provider for his family, including his wife Leslie and his 16 year old son Patrick. Now he needs our help !The fund raiser Poker Run at Ocotillo Wells Date Changed to Nov. 3 and a ride to the Superstitions on Nov. 4th.

Harry Baker had a heart attack on April 31. He went to the Emergency Room at about 6 PM, and he was admitted. The pain continued to get worse, and at about 2 AM May 1, they operated. They put in 2 stents and did an angioplasty.
He is home now and doing well after the surgery. Everyone on the CORVA BOD are wishing Harry a complete recovery.
( Harry and Helen Baker are Lifetime members of CORVA, members for 23 years and Harry is also Southern District VP of CAL4WD.)

The OHV commission, the group that controls our green and red sticker money, recently had a member quit. This group consists of seven appointed people all appointed by the California Governor. The OHV scales are still tipped towards Anti-OHV people. I think all have read and witnessed the downright craziness of what has come of our green sticker program.

Management of the Mormon Emigrant Trail (MET) that connects Highway 50 at Pollock Pines and Highway 88 will change this winter season to improve public safety and to better assist forest visitors recreating on the Eldorado National Forest. Wheeled motor vehicle use such as, cars, trucks, four-wheel drives, and all-terrain vehicles, is prohibited along the five mile section from the Iron Mountain Sno-Park near Highway 88 to the Silver Fork Road junction on MET during the winter season when the road is snow covered and used by snowmobiles. Help reopen Corral Canyon!
We have an opportunity to help the Cleveland National Forest reopen the Corral Canyon OHV area. As you may know, Corral Canyon has been closed since 79% of it was destroyed by the Horse Fire last July. The Forest is working hard to reopen as much as they can as soon as they can, but they need our help.
We can resume riding at Corral Canyon as soon as adequate fencing is in place to keep us on the designated trails and out of the burned areas. That’s where we come in.
December 9 and 16, both Saturdays, have been designated as volunteer days to help install fencing. If you are interested in helping with this worthwhile effort, please let us know by replying to this e-mail. We will provide details to those that reply as soon as they become available.

We are looking for a few volunteers to help put some route signs up along R10 Thursday Nov. 16th. The time frame, I will know more early in the week.
We are also looking for a couple of individuals to help direct traffic into OUR/YOUR parking lot in Randsburg on Nov. 24th and 25th.
If you have ever been to the town of Randsburg on a holiday weekend you know why we need peace there. We only need help between 10:00 am and 4:00 pm.
I have done this many times, I personally will be there both days, It is very easy work. We just make sure OHVs park in the lot next to the saloon.
This is your chance to make a difference and show we care about the desert we love to use.

We are still trying to sort through the details, but California State Parks has asked for a postponement of not less than 60 days for the scheduled October 24 Kern County Board of Supervisors meeting. All we know at this time is that it relates to unresolved issues with the project.This is an aggravating development in the momentum of the Bakersfield SVRA, but we need to get the word out to all of our supporters of this last minute change. This means we don't need supporters at the meeting for October 24th. Please forward this info to any interested parties.As I understand it, the real estate option is extended also. President Bush on Tuesday signed legislation granting wilderness protection to 275,000 acres of federal land in Northern California, including a spectacular stretch of coastline in Humboldt County.

As the Bakersfield State Vehicular Recreation Area moves through the approval process, there is a need for another impressive turnout at the next hurdle for the project to get through. That hurdle is a public meeting of the Kern County Board of Supervisors at 2:00 PM on Tuesday, POSTPONED in the Supervisor's chambers located at 1115 Truxtun Ave. This is the same location as the Planning Commission meeting in September.
Ample free parking is available in the parking structure immediately south of this location. There probably won’t be a need for much public testimony, unless you feel compelled to speak at the meeting.
We still need large numbers of supporters in the audience. Once again, keep these things in mind:
1) Project opponents will do almost anything to try and stop this project due to their disdain for off roaders young and old.
2) The world is run by those who show up.
Sometimes in life we must fight the same battle more than once. We fared quite well at the Kern County Planning Commission meeting last month, but today there was a meeting at a private home on Granite Road that was advertised to nearby residents to “Stop The OHV Park!”. meetings, especially the planning ones that we hope to start

March 15,06 Earlier today, the Board of Supervisor for the
County of San Bernardino announced that it would not be
taking a action on the proposed OHV ordinance at its meeting
scheduled for March 21, 2006. The item was pulled from
the agenda due to concerns that adequate funding was not
available to cover the potential costs of enforcement.
The County has not indicated when the OHV ordinance will
again be placed on the Board's calendar. As soon as
more information becomes available, it will be provided.
