EMERGENCY CLOSURE EFFECTIVE MAY 1, 2008 OF 31,000 ACRES WITHIN THE CLEAR CREEK MANAGEMENT AREA

 The U.S. Environmental Protection Agency (EPA) began conducting a study in 2004 on asbestos exposures experienced by CCMA users during typical recreational activities. The study was conducted to provide BLM with information to manage and minimize human health risks at the CCMA and to update a similar study conducted by the BLM in 1992.

On May 1, 2008 the EPA released the report, “CCMA Asbestos Exposure and Human Health Risk Assessment.”  The report stated the exposures measured by EPA for many recreational activities at CCMA are “above the EPA acceptable risk range of lifetime cancers.”  It also notes that children “have greater risk than adults due to higher exposure measurements [and] are of special concern because their exposures occur earlier in their lives.

Based on the findings in the report, BLM simultaneously enacted an immediate temporary closure on May 1, 2008 of 31,000 acres of the area to all public access/entry upon release of the EPA report while a Resource Management Plan (RMP) to determine the long-term management of the area is underway.  The BLM’s number one priority is to protect the public’s health and safety.

Over the next two years, BLM will be preparing a Resource Management Plan and Environmental Impact Statement to guide the long-term management of public lands within the CCMA. EPA and BLM will host a public meeting to discuss the results of the EPA Human Health Risk Assessment and BLM will discuss the need for the temporary emergency closure on May 8, 2008.

The Fee Program has been suspended and partial refunds will be issued to all persons who purchased a Season Pass.

Johnson Valley Off-Road Area update

The Department of the Navy announces its intent to prepare an Environmental Impact Statement (EIS) to study alternatives for meeting Marine Corps Marine Expeditionary Brigade (MEB) sustained, combined arms, live-fire and maneuver training requirements. The proposed action is to request the withdrawal of federal public lands, acquire state and privately owned lands, and to seek the establishment of Special Use Airspace with the effect of expanding the Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California.

All written, oral, or telephonic comments regarding the scope of issues that the Department of the Navy should consider during EIS 
preparation must be received before January 31, 2009. Written comments or requests for inclusion on the EIS mailing list may be submitted to Project Manager (Attn: Mr. Joseph 
Ross), Box 788104, Bldg 1554, Rm 138, MAGTFTC/MCAGCC, Twentynine Palms, CA 92278-8104. 
Three public scoping meetings have been scheduled and the meeting locations are as follows:

Permit program for the Rand Mountains Management Area (RMMA)

On November 1, 2008 the Bureau of Land Management's (BLM) Ridgecrest Field Office, in coordination with Kern County and the California Desert District Advisory Council (DAC), will be implementing Phase I of an education and permit program for the Rand Mountains Management Area (RMMA).
Phase I will feature a no-cost permit to operate a motorized vehicle in the RMMA issued by an authorized BLM representative. The permit package will include a map of the designated open route network within the RMMA as well as educational information on resource issues in the area.
Phase II, to begin in approximately one year, will expand the permit program to include a fee to cover the administrative costs of the program. The administrative costs will cover law enforcement, monitoring, maintenance and implementation of the permit program. Phase II will have a mandatory educational requirement and written test before a permit will be issued to operate motor vehicles in the RMMA.
In accordance with the West Mojave plan amendment to the California Desert Conservation Area plan and the environmental assessment for the interim closure to motorized vehicle use of selected routes within the Western Rand Mountains Area of Critical Environmental Concern (ACEC), BLM will rescind the interim ACEC closures of routes R5 and R50.
At 10:00 a.m. on November 1, the BLM Ridgecrest Field Office OPENED routes R5 and R50 at the Southern end of the RMMA on R5 near Camp "C".

Johnson Valley Off-Road Area

October 23 & 24, 2008 

The Bureau of Land Management (BLM) and Marine Corps will hold two open-house style public meetings to share details about the possible expansion of Twentynine Palms Marine Base. This plan includes land to the east and west of the base, and could result in the removal of most, if not all, of the 189,000 acre Johnson Valley Off-Highway Vehicle Area from public use! It could also mean the forced sale of almost 72,000 acres of privately owned land.

Attend one of the public meetings to let BLM and representatives of the Marine Corps know that closing or “withdrawing” Johnson Valley from public use will have significant impacts with the loss of this irreplaceable and unique area.

The BLM needs to hear from you to help inform them during the decision making process! The removal of Johnson Valley from public use must not happen without offsetting the enormous loss of recreational lands that will occur IF the current base expansion moves forward as PROPOSED.

Cal City will have a Grand Opening of the new Cal City Business Trail (CC-10) from Borax Bill Park to the Business Center. Opening ride will start at 11:30 at Borax Bill Park and will enter the Business Center at 12:00 Noon. The trail is 11 Miles 1-way. The Business park will host a D.J. in the new OHV Parking Lot. OHV’s can now visit stores and restaurants at the center including: <   X-Spot BBQ, Wimpey’s Burgers, Quiznos, Coffee Company, and Rider’s Choice.   The trail will be open weekends until sunset. ** Riders Please stay on the marked trail into the city to help ensure the success of Cal City working to expand trails for OHV visitors

Johnson (Lucerne) Valley - Economic Impact - I NEED YOUR HELP!
Hi Everyone, My name is Kim Carpenter, I am a member of AMA/District 37. I am also a member of Rovers MC, Rescue 3 and I also provide medical/rescue services with Motorsports Medical the official medical provider for SCORE both in the states and in Mexico.
I have been active behind the scenes in the Johnson Valley (Lucerne Valley) land issues ie., Marine Corps expansion and proposed windmill project.
I am gathering information on behalf of the Partnership for Johnson Valley and have been invited to participate in the Lucerne Valley Economic Development meeting on September 2nd. This is where your help is needed. I am trying to gather as much info on how off-roading financially impacts Lucerne Valley. Think about the past six months and the times you have been out to Lucerne Valley. I need an estimate of how much you guys spend in gas, groceries, restaurant and misc expenses such as hardware store, water, dump fee's etc.
I need the BIG picture to present at this meeting. This info will then be forwarded to the powers that be who are initiating the Marine Corps expansion.
I will be making the same post on the Race-dezert and District 37 forums. Please only respond to me once. I want the dollar figure to be big but accurate.

Because a lot of hard work by some the nicest off-roading families in the world, the San Bernardino County Board of Supervisors is finaly considering changes to OHV ordinance 3973.
But, the Friends of Giant Rock (FOGR) believe that most of the Folks affected by this ordinance are still unaware of its history, its significance or its present status.
And, FOGR needs the help of everyone who recreates in San Bernardino County and anyone who believes that requiring a permit for a family to assemble on their own land, is just plane wrong.
So,please continue to petition the Supervisors for an ORV friendly outcome.
Our Supervisors have FOGR's proposal but they need to be reminded about how important their decisions are to us and how united the off-roading community is.

The San Luis Obispo county board of supervisors voted to defer their decision on the sale of the Le Grande Tract (that is inside the Oceano Dunes SVRA) to a later closed session.
Discussion centered around unresolved issues concerning the permit from the Coastal Commission under which the SVRA operates as well as how the SVRA conforms or does not conform to the county general plan. Unresolved issues such as traffic, sand, and other impacts on the adjoining communities remain a concern the BOS feel must be addressed as part of any sale agreement.
The appraisal of the property was also questioned as it was conducted by the State by a local appraisal, although knowledgeable county staff felt the appraisal was "solid".
Knowledgeable insiders predicted this outcome. Negotiations between the county and state are to continue.
 

Oceano Dunes SVRA would shrink without sale, or a new lease.

The county has leased the La Grande Tract to State Parks since 1982. The 25-year lease expires June 16, 2008, and the state agency has offered the county $4.8 million for the property.

    Sun Valley Motocross -  RIDE

    In order to show the surrounding homeowners that Sun Valley Motocross will not adversely effect their neighborhood, a sound test has been planned.  We're looking for riders to participate in the Sun Valley Motocross sound test.  Please bring lots of kids!

    We'll have a temporary course for the big bikes and a separate course for the kids.

    After the sound test, we'll have open riding for the day.

    When: Saturday, December 15th, 2007 at 9AM.

    Over 60 people enthusiastically showed up yesterday at Los Angeles City Hall for support of the Sun Valley Motocross track.

    We got a continuance, which means we have until February 1st, 2008 to get the support of all the city council members.

    A huge thanks to those who've written letters and showed up at these meetings.
    Without you - the project never would have come this far.

    Remember - your support is the driving force behind Sun Valley MX’s eventual success!  Thank you!

    Sun Valley Motocross -  

    The Planning and Land Use committee voted to support the appeal, in essence opposing the motocross track. Councilman Tony Cardenas sent a staff member to the hearing to relate that “the Councilmember cannot support the motocross track.” Only 5 people showed up in opposition to the project.
    The fight for the motocross track is not over. This item will be before the full City Council on Wednesday, October 31st at 10:00am.

    It is imperative that we gain Council support.

    As you may know, Sun Valley Motocross will be opening next month based on passing a few last hurdles.

    The track has gained it's zoning approval, but this approval has been appealled.

     You can easily help beat this appeal. Do it now - don't put it off!

    The SUN VALLEY MX TRACK  approval has been appealed a second time.  (It can only be appealed twice.)
    There are now  2 dates set for dealing with this appeal:

    1. Planning and Land Use Management Committee - September 11th, 2007,  at 2 P.M., at City Hall, 200 North Spring Street, Los Angeles, CA 90012,  in the Edward R. Roybal Hearing Room, #350.


    2. City Council - September 26th, 2007, at 10 A.M. at City Hall, 200 North Spring Street, Los Angeles, CA 90012, in the John Ferraro Chamber, Room 340.

    You, your relatives, and friends of all ages are urged to attend and show support.

    Approximately 100 motocrossers showed up for the Sun Valley MX Public Hearing.
    After a dramatic and hard-fought battle, track owner John Foley and Zoning Administrator Nick Brown emerged victorious.
    The Planning Commission voted unanimously in favor of upholding the Zoning Variance issued in January.
    Though there may be more red tape to get through - planned opening of the tracks is August 2007.

    Sun Valley Motocross Track FINAL Public (APPEAL) Hearing

    We need your help! RIDER SUPPORT helped get the zoning variance for the motocross facility APPROVED – but 3 people have appealed. 

    The FINAL Public Hearing is coming up fastWe need as many people as possible to attend and support the track. Please show up with your friends/family, register, and speak if possible.

    Sun Valley Motocross is 2 miles north of the Burbank Airport, one minute from the 5 Freeway.  Approved for Main, Intermediate and Pee Wee tracks--and watered by a custom irrigation system.

    June 9, 2005 The Castaic MX track just passed it's first of many hurdles, it passed the Land Use committee last night. Please go to www.castaic.org and vote "yes" on the questionnaire on the right
    side of the home page, in favor of the Castaic Action Sports Complex. The opposition keeps stating there is no demand for an MX track in Castaic, let's show them that there is.
