USFS: ROADLESS AREA CONSERVATION

NOTICE OF PROPOSED RULEMAKING; REQUEST FOR COMMENT

SUMMARY:  The USFS is proposing new regulations to protect certain roadless areas within the National Forest System. This rulemaking would prohibit road construction & reconstruction in most inventoried roadless areas of the USFS & require evaluation of roadless area characteristics in the context of the overall multiple-use objectives, during land & resource management plan revisions. This proposal is in response to strong public sentiment for protecting roadless areas & the clean water, biological diversity, & other public benefits provided by these areas. This action also responds to the budgetary concerns & the need to balance forest management objectives with funding priorities. The intent of this rulemaking is to provide lasting protection in the context of multiple use management for inventoried roadless areas and other unroaded areas within the USFS system. The USFS invites written comments on this proposed rule & will analyze & consider those comments in the development of the final rule.
